The DOH reports 4,633 new HIV cases in Q1 2026 alone. The Philippines has the fastest-growing HIV epidemic in Asia-Pacific. Stigma rooted in religion, denial, and lack of cultural conversation persists.

NCCA's mandate for 2027 is to support projects that _respond to the country's evolving cultural landscape_. This project uses the most Filipino-accessible print form - rubbercut (goma) - as public health infrastructure. As a recognized artist-curator-cultural worker whose practice bridges artistic production, curatorial practice, scholarship and cultural activism, I propose to reframe rubbercut from protest medium to body-archive. c60a

I am Amiel Gerald A. Roldan, an artist-curator-cultural worker from Iloilo City whose core medium is relief rubbercut. My practice examines the body as archive where faith, denial, courage, and stigma leave imprints. For two decades I have used the low-cost, reproducible rubbercut not as craft but as critical language to translate everyday Filipino experiences of politics, religion, and social inequality into tangible images. As an Asian Cultural Council Fellow in 2003 and creator of the Bridges Beyond Borders visual identity for ACC's 6,000 alumni, I have learned that sustainable culture is infrastructure, not just objects. MARKA NG KATAWAN extends this: it transforms rubbercut into a counter-archive for HIV awareness in 2026, where each cut is a scar, each print is a testimony, and each community workshop is an act of care. I do not just produce prints; I build systems - Mobile Print Chapel, Community Print Library, open-source Portfolio Boxes - that allow marginalized bodies to mark, reclaim, and heal.
