A Call for Accountability: Examining the Fiscal and Ethical Leadership of Speaker Martin Romualdez

However, recent developments under the leadership of Speaker Martin Romualdez have raised serious concerns among retired officers of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), members of the University of the Philippines Vanguard, and concerned Filipino taxpayers. This essay critically examines the grounds upon which these stakeholders have called for Speaker Romualdez's resignation, situating their concerns within broader questions of fiscal responsibility, constitutional integrity, and institutional ethics.

According to Finance Secretary Ralph Recto, the projected national revenue for the same year stands at ₱4.64 trillion, resulting in a deficit of ₱1.712 trillion. 


This budgetary gap raises questions about the Speaker's commitment to fiscal prudence. In democratic systems, legislators are expected to balance developmental aspirations with economic feasibility. The endorsement of a budget that significantly exceeds projected revenues, without clear mechanisms for deficit reduction or revenue enhancement, risks exacerbating the country's debt burden and undermining long-term economic stability. Such fiscal decisions, if left unchecked, may lead to diminished investor confidence, credit downgrades, and reduced capacity for social service delivery. 


II. Misappropriation of Public Funds and Constitutional Manipulation 


Equally troubling are allegations surrounding the misuse of ₱26.7 billion from the Department of Social Welfare and Development's Assistance to Individuals in Crisis Situations (AKAP) program. Reports suggest that these funds were diverted to support a People's Initiative aimed at amending the Philippine Constitution—a move widely criticized as unnecessary and politically motivated. 


The use of crisis assistance funds for constitutional reform initiatives not only violates the intended purpose of the AKAP program but also undermines the ethical foundations of public service. Constitutional change, while a legitimate democratic process, must be pursued through transparent, participatory, and legally sound mechanisms. The alleged deployment of social welfare funds for political ends erodes public trust and raises concerns about the instrumentalization of poverty alleviation programs for partisan gain. 


III. Corruption and the Erosion of Legislative Integrity 


Corruption remains a persistent challenge in Philippine governance, reportedly consuming approximately 20% of the national budget annually. Under Speaker Romualdez's leadership, critics argue that Congress has failed to implement robust safeguards against systemic corruption. These include a multi-million dollar donation to Harvard University and the acquisition of a 20% stake in EEI Corporation valued at ₱1.25 billion. While public officials are entitled to private investments, such transactions must be scrutinized for potential conflicts of interest, especially when they intersect with legislative functions and public resource allocation. 


The perception that Speaker Romualdez has engaged in lavish spending amid widespread poverty and fiscal strain further fuels public outrage. In a democratic society, elected officials are expected to embody modesty, transparency, and public service ethos. Allegations of opulence and self-enrichment, if substantiated, represent a profound breach of ethical leadership and civic responsibility. 


V. The Imperative of Resignation and Institutional Renewal 


Given the cumulative weight of these concerns—fiscal mismanagement, fund misappropriation, corruption tolerance, and ethical breaches—the call for Speaker Romualdez's resignation emerges as a legitimate democratic demand. Resignation, in this context, is not merely a punitive measure but a necessary step toward institutional renewal and public trust restoration. 


The resignation of a legislative leader under scrutiny can pave the way for independent investigations, policy recalibration, and the emergence of reform-oriented leadership. It signals a commitment to accountability and affirms the principle that no public official is above scrutiny. As of September 2025, Speaker Romualdez has reportedly expressed intent to resign, citing the need to protect the reputation of the House of Representatives and to face the allegations against him without the shield of office.
