It evaluates the technical, legal, economic, environmental, and strategic feasibility of creating a large submerged or floating platform/landmass (targeting ~1,600 ha scale comparable to the proposed Economic Security Zone) strictly inside undisputed Philippine maritime zones—archipelagic waters, territorial sea, or EEZ measured from archipelagic baselines under RA 9522 and the Philippine Maritime Zones Act.

- Floating platforms may also be characterized as ships/vessels or installations depending on propulsion and permanence; registration and flag-state rules can apply, but within Philippine zones the coastal State retains primary regulatory authority.


Key implication: A floating or submerged platform inside undisputed Philippine demarcation lines is legally feasible under UNCLOS *if* authorized by the Philippines. It creates no new maritime entitlements and does not strengthen sovereignty claims. Placement in disputed West Philippine Sea features would trigger the same sovereignty, environmental, and aggravation-of-dispute problems previously identified for fixed reclamation.


2. Technical and engineering feasibility

- Floating platforms: Concepts exist for modular floating data centers, AI compute nodes, and hybrid industrial barges (examples include Samsung Heavy Industries collaborations targeting 50 MW+ floating data centers by ~2028, Panthalassa wave-powered nodes, Keppel projects, and barge-based designs of 20–100 MW scale). Seawater cooling is an advantage; power can come from onboard LNG/fuel cells, wave/wind, or subsea cables. Modular shipyard construction allows staged build-out.

- Scale challenge: Existing or near-term floating projects are tens to low hundreds of MW and far smaller than 1,600 ha. A Pax Silica-scale semiconductor/advanced-manufacturing hub requires contiguous cleanrooms, vibration control, ultra-pure water, multi-gigawatt power, logistics, workforce housing, and resilience to typhoons, waves, and corrosion. Current technology supports data-center modules far more readily than full fabs or heavy industrial clusters. Large modular floating cities/platforms remain largely conceptual or pilot-scale.

- Submerged options: Underwater data-center experiments (e.g., Microsoft Natick, limited Chinese projects) demonstrate cooling benefits but face extreme maintenance, access, pressure, and safety constraints. Scaling to industrial manufacturing is currently impractical.

- Philippine context: Typhoon exposure, deep waters in parts of the EEZ, and seismic activity raise design costs. Near-shore or sheltered locations within archipelagic waters or the territorial sea would be more viable than open-ocean EEZ sites.


Verdict: Technically possible for smaller modular or data-center components; highly challenging and unproven at full Pax Silica industrial scale within realistic timelines (2028–2030s).


3. Economic and logistical feasibility

- Capital costs for floating platforms are high (shipyard fabrication, specialized materials, mooring, power systems). Some concepts claim lower land/permitting costs and faster deployment than terrestrial builds, but life-cycle costs (maintenance, corrosion, insurance, relocation for storms) are elevated.

- Logistics: Supply chains for semiconductor equipment, chemicals, and skilled labor favor proximity to ports, airports, and urban centers. A floating hub would require continuous vessel/helicopter support or extensive fixed infrastructure (piers, cables, pipelines), eroding the “avoid land encroachment” advantage.

- Power and water: Seawater cooling helps, but multi-GW demand still requires massive generation or grid connection. Workforce housing and community services add complexity and cost.

- Comparison with New Clark City: The terrestrial site leverages existing BCDA land, Clark–Subic logistics, airport access, and planned energy infrastructure at far lower risk and cost.


4. Environmental and social considerations

- Floating/submerged structures can reduce direct terrestrial land conversion and some community displacement. However, they still risk marine habitat disturbance, noise, lighting, pollution, and interference with fishing or navigation.

- UNCLOS Arts. 192 and 194 environmental obligations apply fully. Large-scale mooring or seabed interaction could face the same scrutiny as fixed reclamation.

- Within Philippine demarcation lines** (undisputed zones): Maximizes legal clarity and Philippine control, consistent with EDCA practice (rotational access under AFP sovereignty) and the rejection of extraterritorial regimes for Pax Silica. Avoids the sovereignty-law complications of disputed features.

- Versus New Clark City + nearby EDCA sites (Basa, Fort Magsaysay): The floating option does not solve infrastructure or labor deficits and adds maritime vulnerability. Central Luzon already concentrates alliance logistics under clear Philippine jurisdiction.

- Versus disputed-area reclamation: Far superior legally, because it stays inside undisputed zones and does not attempt to alter feature status or create entitlements.

- Dual-use perception remains a risk if sited near strategic sea lanes or EDCA locations; strict civilian industrial designation and transparency would be required.


Overall feasibility conclusion

Creating a large submerged or floating landmass for a full-scale Pax Silica hub **inside undisputed Philippine demarcation lines is legally permissible** under UNCLOS and Philippine law and offers a theoretical way to minimize terrestrial realty/community encroachment. However, **technical, economic, and operational feasibility at the required ~1,600 ha industrial scale is currently low**. Existing floating technology is better suited to modular data-center or light industrial components than to semiconductor manufacturing campuses. Costs, typhoon resilience, logistics, and workforce challenges make it markedly inferior to optimizing the New Clark City site.


Recommended hierarchy for further study:

1. Optimize New Clark City (existing land, infrastructure, EDCA proximity, full Philippine sovereignty).

2. Explore limited floating/modular satellite facilities (data centers, specialized packaging, or support functions) in sheltered undisputed waters if power/cooling advantages justify the premium.

3. Reject large-scale floating or submerged industrial landmasses in open EEZ or any disputed features on cost, risk, and timeline grounds.

4. Any floating concept must undergo rigorous site-specific environmental impact assessment, navigation-safety analysis, and explicit confirmation of location within undisputed zones measured from archipelagic baselines.


A dedicated feasibility study would need detailed engineering cost modeling, typhoon-load design standards, power-system integration, and comparative life-cycle analysis against the terrestrial baseline. Under present technology and legal constraints, a large floating or submerged Pax Silica landmass remains an interesting conceptual alternative but not a practical primary solution. feasibility assessment of the premise that Pax Silica-type industrial/AI-semiconductor structures should not be sited on Philippine islands (or the New Clark City mainland site) because they constitute encroachment on realty potential and Filipino communities; instead, prefer unpopulated/demarcated territories or reclaimed land in disputed areas (with attendant sovereignty issues).

Pax Silica is a U.S.-led, non-binding international coalition (launched December 2025) focused on securing allied supply chains for semiconductors, critical minerals (nickel, copper, cobalt, etc.), advanced manufacturing, AI infrastructure, energy, and logistics, with the explicit aim of reducing coercive dependencies (primarily on China-dominated segments). The Philippines joined in April 2026 as roughly the 13th signatory.


The flagship Philippine component is a proposed ~1,619–1,620-hectare (≈4,000-acre) “Economic Security Zone” / AI-native industrial acceleration hub inside New Clark City (municipalities of Capas and Bamban, Tarlac province, Central Luzon). The site is government land administered by the Bases Conversion and Development Authority (BCDA) on former U.S. military bases within the broader Luzon Economic Corridor. It is planned in phases (initial ~500 ha in 3–5 years from ~2028; full build-out over ~30 years), oriented toward semiconductor assembly/testing/packaging, advanced electronics, and related activities (heavy industry restricted; limited or no large data-center concentration on-site per BCDA statements). Projected economic impacts cited by Philippine officials include tens of billions in investment, up to ~$200 billion in cumulative exports over decades, and hundreds of thousands of direct/indirect jobs (majority Filipino). Governance is under Philippine law (Investors’ Lease Act and BCDA charter); requests for U.S. common law or diplomatic immunity were rejected.


The site is not located on small islands or in the West Philippine Sea/South China Sea disputed features. It is inland/mainland Luzon, ~100 km north of Manila, with existing access to Clark International Airport, Subic Bay logistics, road networks, and planned energy/water infrastructure. Concerns already raised in public discourse include potential displacement of farming/fishing communities, large off-site land needs for solar/reservoirs (estimates of thousands of additional hectares), water/energy intensity, and long-term land-use conversion.


2. Core premise evaluation

- “Wala na dapat mga ganyang structures sa mga isla ng Pilipinas” / encroachment on realty potential and Filipino communities**: The premise correctly identifies that large industrial footprints can constrain alternative real-estate development (residential, tourism, agriculture, mixed-use) and raise social costs for nearby populations. New Clark City is a planned smart-city/industrial zone on converted base land; residual agricultural or community uses exist in the broader area, and expansion of energy infrastructure could affect surrounding provinces (Tarlac, Pampanga, Nueva Ecija). Placing equivalent high-intensity manufacturing or AI-support facilities on smaller Philippine islands would face even tighter land, water, power, and labor constraints and higher relative social/environmental impact. Distance to cities/towns and usable waterways is a valid logistical filter: semiconductor and advanced manufacturing require reliable power, high-purity water, skilled labor pools, ports/airports, and just-in-time logistics—factors that favor the Clark–Subic corridor over remote islands.

- Preference for unpopulated/demarcated territories or reclaimed land in disputed areas: This is the key alternative hypothesis. Feasibility must be assessed against technical, legal, economic, environmental, and geopolitical criteria.


3. Feasibility of alternative siting (unpopulated territories, boundaries, or reclamation in disputed areas)

Technical and logistical feasibility — low to very low for full-scale Pax Silica-type hubs

- Critical requirements include multi-gigawatt-scale reliable power (hybrid solar + LNG or equivalent discussed for Clark), tens of billions of liters of water annually with zero-liquid-discharge systems, contiguous land for cleanrooms/fabs/packaging, skilled workforce housing, and export logistics. Remote or small islands lack grid connections, desalination/port scale, and labor density. Reclamation can create land but adds high capital cost, longer timelines, seismic/typhoon vulnerability, and ecological disruption (coral, fisheries).  

- Distance to existing urban centers and waterways: Most unpopulated or sparsely populated Philippine islands (or features) are far from major ports, airports, and talent pools, raising transport costs for equipment, materials, and personnel and complicating just-in-time supply chains.  

- Demarcated/unpopulated areas on the Philippine archipelago itself (e.g., certain public-domain or low-density zones) could theoretically host smaller satellite facilities, but scaling to 1,600+ ha of high-spec industrial use remains constrained by infrastructure and environmental carrying capacity.


Legal and sovereignty feasibility — severely constrained, especially in disputed areas

- Philippine sovereignty and jurisdiction apply fully to its archipelagic baseline islands and internal waters. Reclamation or industrial development on undisputed Philippine territory remains subject to national environmental, land-use, indigenous peoples’, and constitutional rules (including limits on foreign land ownership/control).  

- In the West Philippine Sea / South China Sea disputed features (Scarborough Shoal, certain Spratly features claimed by the Philippines under UNCLOS and the 2016 arbitral award), any construction, reclamation, or permanent structures immediately triggers sovereignty, maritime entitlement, and international-law issues. The Philippines asserts sovereign rights over its exclusive economic zone and continental shelf; China (and others) contest features and conduct. Building industrial facilities would:  

  - Risk militarization perceptions and escalation.  

  - Complicate UNCLOS-based claims (artificial islands do not generate the same maritime zones as natural features).  

  - Face practical enforcement challenges and potential countermeasures.  

  - Remain under Philippine domestic law only to the extent effective control is maintained—creating precisely the “sovereignty laws issues connected to the Philippines” noted in the premise.  

- Diplomatic immunity or special foreign-law regimes (already rejected for Clark) would be even more politically toxic and legally fraught on disputed or island sites.  

- International partners in Pax Silica (U.S., Japan, Australia, etc.) prioritize stable, low-risk host environments; disputed-area siting would undermine the “trusted partner / economic security” rationale.


Economic and realty-potential trade-offs

- Mainland Clark site leverages sunk public investment in New Clark City, existing freeport/SEZ frameworks, and proximity to markets/labor, maximizing projected FDI, jobs, and export multipliers. Remote or reclaimed island sites would require far higher upfront infrastructure spend, longer payback, and lower attractiveness to semiconductor/AI locators (who value predictability and scale).  

- Realty opportunity cost exists on any large site, but converting already-designated industrial/base land in Central Luzon has lower marginal impact on residential or tourism realty than converting coastal/island land with higher amenity or ecological value. Unpopulated areas may have lower immediate community displacement but still generate opportunity costs (future tourism, conservation, or small-scale development) and externalities (fisheries, biodiversity).  

- Critical-minerals linkage (Philippine nickel etc.) favors onshore processing near existing mining regions or logistics hubs rather than distant islands.


Environmental and social feasibility

- Island or reclamation projects amplify risks to marine ecosystems, storm resilience, and freshwater scarcity. Existing critiques of the Clark hub already highlight off-site land and resource footprints; relocating would not eliminate these and could worsen them. Community “encroachment” concerns are real but are better mitigated through transparent resettlement, benefit-sharing, and local content rules on a mainland planned-city site than through creation of new isolated industrial enclaves.


4. Overall academic assessment

The premise correctly flags land-use competition, community impacts, and the desirability of minimizing disruption to high-value realty or populated areas. However, **relocating a full-scale Pax Silica-type hub to unpopulated Philippine islands or, especially, reclaimed/disputed features is of low practical feasibility**. Technical requirements, infrastructure deficits, cost, timelines, environmental carrying capacity, and—most critically—sovereignty and geopolitical risks render disputed-area siting non-viable for a trusted allied manufacturing platform. Smaller satellite or specialized facilities on carefully selected, undisputed, low-density public lands could be studied as complements, but the anchor hub’s location in New Clark City aligns with existing logistics corridors, legal frameworks under Philippine sovereignty, and investor requirements.


A rigorous feasibility study would therefore prioritize: (a) optimizing the Clark site (phasing, local content, environmental safeguards, community benefit agreements); (b) mapping lower-impact satellite sites on undisputed territory with adequate connectivity; and (c) explicitly rejecting disputed-area reclamation for industrial purposes on legal, strategic, and practical grounds. Sovereignty remains non-negotiable; any development must reinforce, not complicate, Philippine jurisdictional claims and domestic legal order. EDCA activities emphasize joint training, humanitarian assistance/disaster response (HADR), logistics, and deterrence under the Mutual Defense Treaty; infrastructure investments continue, with reported progress as of mid-2026.


EDCA and Pax Silica are distinct instruments—one defense/rotational access, the other economic-security industrial zoning—but both reflect deepened U.S.–Philippine alignment. Geographic proximity in Central Luzon creates potential synergies (shared logistics corridors, air/sea access via Clark and Subic) while raising dual-use perception and sovereignty-management questions.

Basa Air Base and Fort Magsaysay lie within practical distance of New Clark City. This supports supply-chain resilience (airlift, prepositioned equipment for HADR or contingency support) without converting the industrial zone itself into an EDCA site. Existing runway, training, and logistics infrastructure at nearby EDCA locations reduces the marginal cost of securing high-value semiconductor/AI facilities. Distance-to-city/town and waterway criteria favor this mainland corridor over remote islands: Clark–Subic already possesses airport, port, road, and planned energy networks that remote or reclaimed sites lack.


Sovereignty and legal finality

EDCA sites remain Philippine facilities under AFP control; U.S. presence is rotational and activity-limited. The same principle applies a fortiori to the Pax Silica zone: Philippine officials have already rejected U.S. common-law or immunity proposals, affirming governance under the Investors’ Lease Act and BCDA charter. Any industrial development—whether at New Clark or alternative sites—must preserve exclusive Philippine sovereignty and jurisdiction. EDCA practice demonstrates that U.S. access can be structured without ceding territorial control; the same model of clear Philippine primacy must govern Pax Silica.


Island and disputed-area alternatives in light of EDCA

Several EDCA sites already occupy island or near-coastal locations (Balabac Island, Antonio Bautista Air Base in Palawan; northern Cagayan sites). These are optimized for military/HADR functions (runways, monitoring, rapid response), not for contiguous 1,600+ ha high-spec industrial campuses requiring multi-gigawatt power, ultra-pure water, cleanrooms, and dense skilled labor. Scaling Pax Silica-type manufacturing onto additional unpopulated islands or reclaiming land on disputed West Philippine Sea features would:

- Multiply environmental, typhoon, and logistical costs far beyond EDCA’s lighter footprint.

- Intensify sovereignty friction: construction or reclamation on contested features immediately engages UNCLOS, the 2016 arbitral award, and competing claims, risking escalation that pure rotational military access at undisputed AFP sites has so far avoided.

- Undermine the “trusted partner” rationale of Pax Silica; investors and coalition members prioritize stable, low-escalation host environments.

- Create dual-use ambiguity that could politicize both the industrial hub and nearby EDCA sites.


Unpopulated or demarcated public-domain territories on undisputed Philippine territory remain theoretically available for smaller satellite facilities, but they still confront the same infrastructure, labor, and carrying-capacity deficits that make the Clark corridor superior.


Realty, community, and opportunity-cost trade-offs

Large industrial footprints constrain alternative land uses everywhere. At New Clark the land is already designated for industrial/smart-city conversion on former base property; residual community and agricultural impacts exist and require mitigation (resettlement, benefit-sharing, local content). Island or reclamation alternatives would trade lower immediate population density for higher ecological and future-tourism opportunity costs, while still generating sovereignty and security externalities. Proximity to EDCA sites does not eliminate community concerns but allows coordinated civil–military planning under Philippine authority.

Locating the economic hub near existing EDCA sites in Central Luzon reinforces alliance coherence without merging the two instruments. Disputed-area industrial development would blur economic and military signaling, complicate Philippine claims, and invite reciprocal actions. EDCA’s explicit non-permanent, Philippine-controlled character provides a proven template for managing foreign access; Pax Silica should follow the same template of clear host-nation sovereignty.


4. Overall feasibility conclusion with EDCA integrated

The original premise correctly identifies land-use competition and community impacts. However, **relocating a full-scale Pax Silica hub to unpopulated islands or reclaimed disputed features remains of low practical, legal, and strategic feasibility**. EDCA sites supply relevant lessons and geographic context:


- Central Luzon (New Clark + nearby Basa and Fort Magsaysay) already concentrates logistics, air access, and alliance infrastructure under full Philippine sovereignty—precisely the conditions required for advanced manufacturing.

- Island EDCA sites demonstrate that limited rotational military use is manageable; they do not validate industrial-scale development on the same or contested features.

- Sovereignty finality is non-negotiable: both EDCA and Pax Silica must operate under exclusive Philippine jurisdiction and law. Any alternative siting that weakens this principle (especially in disputed areas) is strategically counterproductive.


Recommended path: optimize the New Clark site with robust environmental, community, and local-content safeguards; explore modest satellite facilities only on undisputed, infrastructure-accessible public land; and maintain strict separation of economic-zone governance from EDCA rotational access. Further study should include GIS suitability mapping that layers EDCA locations, power/water corridors, and sovereignty boundaries, together with full life-cycle cost and UNCLOS compliance analysis. The United Nations Convention on the Law of the Sea (UNCLOS, 1982) draws a sharp distinction between naturally formed islands (Article 121) and artificial islands, installations, and structures.


- An “island” is defined as “a naturally formed area of land, surrounded by water, which is above water at high tide” (Art. 121(1)). Only such features can generate a full suite of maritime zones (territorial sea, contiguous zone, exclusive economic zone (EEZ), and continental shelf), subject to the “rocks” limitation in Art. 121(3) (features that cannot sustain human habitation or economic life of their own generate no EEZ or continental shelf).

The Annex VII Tribunal’s Award of 12 July 2016 is directly relevant and remains the authoritative interpretation for the features and waters at issue:


- Features must be classified according to their natural condition, not after human modification. Land reclamation or construction cannot transform a low-tide elevation into a rock or island, nor upgrade a rock into a fully entitled island.

- None of the high-tide features in the Spratly Islands (in their natural state) qualify as fully entitled islands under Art. 121; they are rocks generating at most a 12-nautical-mile territorial sea. Several features (including Mischief Reef and Second Thomas Shoal) are low-tide elevations that generate no maritime zones of their own.

- China’s large-scale land reclamation and artificial-island construction at seven Spratly features violated the Philippines’ sovereign rights in its EEZ (by building without authorization on a feature within the Philippine EEZ/continental shelf), breached environmental obligations under Arts. 192 and 194 (severe harm to coral ecosystems), and aggravated/extended the dispute while proceedings were pending.


The Tribunal did not rule on territorial sovereignty over land features (outside UNCLOS compulsory jurisdiction). It did, however, confirm that artificial construction cannot create new maritime entitlements or alter the legal status of the underlying feature.


Implications for the feasibility premise (reclamation in disputed areas for Pax Silica-type industrial structures)

1. No new maritime zones or strengthened sovereignty claims

   Reclamation on LTEs, reefs, or submerged features in disputed West Philippine Sea areas cannot generate a territorial sea, EEZ, or continental shelf. It cannot “upgrade” the legal status of the feature. Any industrial facilities built would remain subject to the underlying legal regime of the waters and seabed (Philippine EEZ/continental shelf rights where the 2016 Award applies). This undercuts any strategic rationale that reclamation would expand or solidify Philippine maritime entitlements.


2. Coastal-State rights and authorization  

   Within the Philippine EEZ or on its continental shelf, the Philippines has the exclusive right to authorize construction. Building without clear title or in the face of competing claims immediately raises questions of legality under Art. 60 and risks reciprocal claims or protests. In areas of overlapping claims, unilateral reclamation is highly destabilizing and contrary to the obligation not to aggravate disputes.


3. Environmental obligations  

   Arts. 192 and 194 require States to protect and preserve the marine environment. Large-scale dredging and reclamation almost invariably cause irreversible harm to coral reefs and ecosystems—the precise finding against China in 2016. Any Philippine project of comparable scale would face the same legal vulnerability and domestic/international scrutiny.


4. Safety zones, navigation, and dual-use concerns

   Only a 500-metre safety zone is permitted. Industrial-scale facilities (semiconductor/AI hubs requiring power, water, logistics, and workforce) far exceed the light footprint of typical installations. Proximity to sea lanes or EDCA-related activities would raise additional interference and dual-use perception issues.


5. Sovereignty versus sovereign rights distinction  

   UNCLOS regulates maritime zones and rights; it does not itself determine territorial sovereignty over land features. Reclamation does not create title to territory under general international law in the way occupation of *terra nullius* might for natural features. In contested areas, it simply intensifies the sovereignty dispute without resolving it and may weaken a State’s legal position by appearing to change the status quo through force of construction rather than law.


6. **Contrast with undisputed Philippine territory**  

   Reclamation or industrial development on undisputed mainland or island territory within Philippine baselines (or properly authorized within the EEZ on non-disputed seabed) raises far fewer UNCLOS obstacles, provided environmental and other domestic laws are observed. The New Clark City site (inland, former base land under BCDA) entirely avoids these maritime-feature and entitlement issues.


Conclusion for the study premise

UNCLOS renders large-scale reclamation in disputed West Philippine Sea features a high-risk, low-reward option for hosting Pax Silica-type industrial structures. It cannot create new maritime zones, cannot legally upgrade feature status, risks environmental liability, and aggravates sovereignty disputes without strengthening Philippine title or entitlements. The 2016 Award reinforces that features are assessed in their natural condition and that unauthorized construction in another State’s EEZ violates sovereign rights.


These legal constraints reinforce the earlier feasibility assessment: the New Clark City / Central Luzon site (proximate to certain EDCA locations yet under clear Philippine civil jurisdiction) remains vastly preferable. Any alternative involving reclamation in contested maritime areas would confront precisely the “sovereignty laws issues connected to the Philippines” identified in the original premise, while offering no compensating legal or strategic gains under UNCLOS. Further project-level analysis would need site-specific feature classification, environmental-impact assessment under Arts. 192/194, and explicit confirmation that the location lies within undisputed Philippine jurisdiction.

 

Samsung Floating Data Centers (FDC) – Investigation Summary (as of August 2026)


Samsung Heavy Industries (SHI), the shipbuilding and offshore engineering arm of the Samsung Group, is actively developing purpose-built Floating Data Centers (FDCs) as a new business line targeting AI and high-density computing demand. The initiative leverages SHI’s decades of experience in shipyard construction, offshore platforms, and marine engineering.


Key Project Details

- Capacity: Standardized units of 50 MW critical IT capacity per floating facility. Designs support high-density liquid-cooled AI servers.

- Timeline: Target commercialization and first operational units by Q2 2028. Multiple projects are in active pursuit to align orders with this launch window.

- Design approach:

  - Purpose-built (newbuild) barges/platforms fabricated in shipyards using standardized processes, rather than converting existing vessels.

  - Nearshore/moored model preferred for initial deployments: platforms sit adjacent to existing power plants or coastal sites and draw shore power via cables, or can use onboard generation.

  - Cooling: Bulk non-evaporative seawater cooling (no potable water consumption, zero process-water discharge). Aims for very low Power Usage Effectiveness (PUE).

  - Power options: External grid connection or onboard systems, including solid-oxide fuel cells running on LNG.

  - Additional features under development: vibration/tilt control, salinity/humidity sealing, offshore positioning systems.


Approvals in Principle (AiP) have already been secured from the American Bureau of Shipping (ABS) and Lloyd’s Register (LR) for the 50 MW concept design (announced April 2026).

Challenges and Limitations Noted

- Still early-stage: engineering contracts and AiPs exist, but no operational commercial FDC yet; first units targeted for 2028.

- Grid-connection issues remain relevant (e.g., Texas regulatory freezes on new large loads have been cited as a potential headwind even for floating projects that still need power).

- Marine environment risks (corrosion, storms, maintenance access) require specialized engineering.

- Scale: 50 MW units are significant but far smaller than multi-hundred-MW or gigawatt-scale hyperscale campuses; multiple units or hybrid land-floating campuses would be needed for larger deployments.

- Economic viability still being proven against traditional builds.


Relevance to Broader Context (Pax Silica / Floating Landmass Discussion)

Samsung’s FDC work demonstrates that **modular floating platforms for AI/compute infrastructure are moving from concept into engineering and early commercialization**, primarily for data-center rather than full semiconductor-manufacturing use. The 50 MW nearshore, shipyard-built model is the most mature floating approach currently in the market. It supports the earlier feasibility finding that floating solutions are more realistic for data-center or specialized support modules than for a contiguous ~1,600 ha industrial/semiconductor hub. Scaling Samsung-style platforms into a large “floating landmass” for Pax Silica-type manufacturing would still face major technical, cost, power, logistics, and resilience hurdles beyond current designs.

A multidisciplinary Filipino artist, poet, researcher, and cultural worker whose practice spans painting, printmaking, photography, installation, and writing. He is deeply rooted in cultural memory, postcolonial critique, and in bridging creative practice with scholarly infrastructure—building counter-archives, annotating speculative poetry like Southeast Asian manuscripts, and fostering regional solidarity through ethical art collaboration.

 

He has been active in the Philippine art scene since the late 1990s and has worked with galleries, museums, artist-run spaces, and international cultural organizations.

His practice appears to represent several interconnected concerns:  

Cultural work as artistic practice. Roldan has argued that the labor of curating, organizing exhibitions, teaching, documentation, and cultural administration should be understood as creative work rather than merely support work. This perspective has been reflected in his writings and exhibitions.

Social and political engagement. His artworks frequently address politics, religion, faith, denial, courage, social inequality, and the everyday experiences of Filipinos. He has stated that he draws inspiration from Filipino cultural practices while approaching painting, printmaking, and installation from a conceptual perspective.
Printmaking and conceptual art. Roldan is particularly recognized for his printmaking, with works shown internationally, including exhibitions in Japan and France. His practice also encompasses painting, photography, installation, and curatorial research.
International cultural exchange. A significant milestone in his career was receiving an Asian Cultural Council fellowship in 2003, which enabled him to undertake research and create work in the United States while engaging with artists and curators internationally.

More broadly, Roldan's work represents an attempt to bridge artistic production, curatorial practice, scholarship, and cultural activism . His writings often emphasize postcolonial discourse, cultural memory, and the ethics of artistic collaboration, positioning the artist not only as a maker of objects but also as a builder of cultural infrastructure.
