Residual Silica: Philippine Art and the Hidden Costs of Technological Progress

The Instagram posts that ask “Pax Silica or Trash Silica?” present two opposing ideas. One is the promise of technological progress and secure supply chains for artificial intelligence. The other is the reality of toxic electronic waste arriving in the Philippines. Philippine art has long refused this kind of clean separation. For decades, Filipino artists have worked with discarded, leftover, and residual materials, treating them not as worthless trash but as carriers of history, power, and meaning.
Since March 2025, the Basel Action Network has tracked at least 234 containers of suspected electronic waste from the United States into facilities in the Subic Bay Freeport. Another 184 containers were scheduled to arrive between August and September 2026. These shipments were monitored using GPS devices and trade data. A 2025 court ruling limited the ability of Philippine customs and environmental agencies to stop them by treating Subic as a special zone with different rules. Officials at the Subic Bay Metropolitan Authority say the materials are for recycling and not dumping. Environmental groups argue that the imports violate the Basel Convention and risk contaminating soil, air, and water with lead, mercury, and cadmium. Some activists connect these shipments to the larger Pax Silica project, a US-led initiative that includes plans for an AI and semiconductor hub in the Philippines. They fear the language of "circular economy" and "urban mining" could open the door to more imported waste.
This situation is not entirely new. Philippine artists have repeatedly turned residual materials into critical work. After World War II, Filipinos transformed discarded American military jeeps into jeepneys—repainted, extended, and returned to the streets as everyday transportation. The artists Isabel and Alfredo Aquilizan continue this approach. They build installations from *balikbayan* boxes, cardboard, old flip-flops, tin cans, and personal belongings packed for migration. Their works show that discarded objects carry stories of movement, abandonment, and survival. The materials are not cleaned up or turned into pure sculpture. They keep the marks of their previous lives. In this way, the Aquilizans treat residual matter as active and meaningful rather than empty leftover.
Cian Dayrit approaches the problem through maps. His works challenge official views of land and development. He overlays peasant demands, indigenous voices, and signs of dispossession onto maps that once served colonial or state purposes. These pieces insist that land is never a blank space waiting for new projects. It already holds histories of struggle. Concerns about the Pax Silica hub—its location near Aeta communities in Tarlac and its heavy demands on water and energy—echo the issues Dayrit has long addressed: who decides what land is for, and who bears the costs.
Other artists work more directly with waste itself. Art Alonso turns circuit boards, phone parts, and electronic scraps into sculptures that make the scale of e-waste visible. Christina Quisumbing Ramilo uses the leftovers of artistic work—used rags, sandpaper, receipts—to highlight the hidden labor and costs behind finished objects. Lan Tuazon constructs large forms from plastic containers that represent a lifetime of consumer waste. These practices do not simply recycle materials into something prettier. They force attention onto the residual side of production and consumption that is usually pushed out of sight.
There is also a deeper cultural layer. Pre-colonial beliefs in the Philippines treated land, objects, and non-human beings as living and inhabited by spirits. Colonial rule worked to empty these residual lives and treat matter as inert raw material. Special economic zones and freeports continue a version of this logic: they create spaces where ordinary environmental rules can be set aside so residual flows from elsewhere can be received and processed. Artists who work with found and discarded materials quietly push back against this emptying. They restore density and history to objects that official systems prefer to treat as worthless or merely technical.
The larger point is straightforward. Technological progress that promises order and advancement also produces toxic leftovers. When those leftovers are sent to places with weaker enforcement and a long history of absorbing residual matter from more powerful economies, the process becomes a form of waste colonialism. Philippine art has long understood that form and residue cannot be cleanly separated. The Aquilizans' packed boxes, Dayrit's rewritten maps, and the direct use of electronic and plastic waste all insist on keeping the residual visible. They refuse the idea that technological success can simply export its costs elsewhere.
In the end, there is no pure "Pax Silica" free of "Trash Silica." The two are linked. Philippine artists, by working carefully with discarded materials, have already developed a clear critical language for this reality. Their work shows that the hidden costs of progress must be brought into view rather than moved out of sight.
E-waste recycling technologies recover valuable materials from discarded electronics while managing hazardous substances. E-waste (waste electrical and electronic equipment, or WEEE) includes phones, computers, circuit boards, batteries, and appliances. It contains both high-value metals (gold, silver, copper, palladium, rare earth elements) and toxic components (lead, mercury, cadmium, brominated flame retardants).
Only a small fraction of global e-waste is properly recycled. The rest is landfilled, incinerated, or processed under unsafe conditions. Effective recycling requires multiple stages and technologies because devices are complex mixtures of metals, plastics, glass, and ceramics.
1. Pre-processing: Collection, Dismantling, and Mechanical Separation
This is the first and most common step.
- Manual or automated dismantling removes batteries, circuit boards, cables, and hazardous parts.
- Shredding or crushing reduces size.
- Separation techniques then sort materials by physical properties:
- Magnetic separation for ferrous metals (iron, steel).
- Eddy current separation for non-ferrous metals (aluminum, copper).
- Density separation, air classification, or electrostatic methods for plastics and other fractions.
Strength: Relatively low cost and energy use; no heavy chemicals.
Limitations: Cannot fully separate metals locked in complex alloys or circuit boards. It mainly prepares material for further processing.
2. Pyrometallurgy (High-Temperature Processing)
Materials are heated in furnaces or smelters (often above 1,000°C) in controlled or oxygen-limited environments.
- Smelting concentrates metals into alloys or mattes.
- Plastics can serve as fuel or reducing agents.
- Further refining recovers copper, precious metals, and other elements.
- Advanced variants include vacuum metallurgy (lower pressure for selective vaporization) and pyrolysis (heating without oxygen to break down plastics and organics).
Strengths: Handles mixed, complex waste at industrial scale; recovers many metals simultaneously; already used commercially (eg, large integrated smelters in Europe and Asia).
Limitations: High energy demand; potential emissions of dioxins, furans, and heavy metals if pollution controls are inadequate; less selective for some rare earths.
3. Hydrometallurgy (Chemical Leaching and Solution-Based Recovery)
Crushed or pre-treated material is dissolved in chemical solutions (acids such as sulfuric or nitric acid, or milder alternatives like thiosulfate or thiourea). Metals are then recovered through:
- Solvent extraction
- Precipitation
- Ion exchange
- Electrowinning (electrodeposition)
- Cementation
Strengths: High selectivity and recovery rates (often >90% for targeted metals) under milder temperatures than pyrometallurgy; effective for gold, copper, lithium, cobalt, and some rare earths.
Limitations: Generates large volumes of acidic or toxic wastewater that require treatment; uses hazardous reagents; process steps can be complex and multi-stag
4. Biometallurgy (Bioleaching and Biosorption)
Microorganisms (bacteria or fungi) or biological agents dissolve or bind metals.
- Bioleaching uses microbes that produce acids or oxidize metals.
- Biosorption involves biological materials that adsorb metal ions.
Strengths: Lower environmental toxicity and energy use compared with chemical methods; potentially more sustainable.
Limitations: Slower reaction rates; limited scalability for large volumes; still mostly at research or pilot stage for many e-waste streams.
5. Emerging and Hybrid Technologies
-Supercritical fluid technology: Uses fluids (often CO₂) under high pressure and temperature to extract materials with fewer toxic solvents.
-Electrochemical methods: Apply electric current for selective leaching, separation, or direct regeneration of battery materials (especially lithium-ion batteries). These can offer high selectivity and lower pollution.
-Mechanochemistry and other physicochemical approaches: Use mechanical energy, ultrasound, light, or plasma to enhance reactions or break down materials.
- **Hybrid systems**: Combine mechanical pre-treatment with pyro- or hydro-metallurgy (common in industrial plants). Robotic disassembly and AI-assisted sorting are improving efficiency and safety.
Challenges and Context
Technical and economic issues: Devices contain low concentrations of some valuable metals, making recovery costly. Plastics and mixed materials complicate processing. Rare earth recovery remains especially difficult and low-rate globally.
Environmental and health risks: Informal recycling (common in many developing countries, including large parts of the Philippines' e-waste handling) often relies on open burning, acid baths without protection, or crude dismantling. These release toxins into air, soil, and water and expose workers to serious health hazards.
Regulatory framework: The Basel Convention (with e-waste amendments effective from 2025) requires prior informed consent for most transboundary movements of e-waste, whether classified as hazardous or not. Environmentally sound management is mandatory. Formal facilities must meet standards for emissions, wastewater, worker safety, and residual waste disposal.
**Philippine context**: Formal treatment, storage, and disposal facilities exist but are limited. A large informal sector handles much of the material. Crude methods remain widespread, raising pollution and health concerns. Scaling proper technologies requires investment, better collection systems, enforcement, and support for transitioning informal workers into safer formal operations.

No single technology is perfect. The most responsible approach combines mechanical pre-treatment with controlled metallurgical recovery under strict environmental controls, prioritizes repair and reuse first, and keeps residual hazardous fractions out of the environment. Advances in selectivity, lower-chemical methods, and automation continue to improve outcomes, but safe, large-scale implementation still depends on regulation, infrastructure, and economic incentives.
