Academic Analysis of 2028 Philippine Elections and Sara Duterte's Political Outlook

 

Vice President Sara Duterte’s October 13, 2026 keynote at the 52nd Philippine Business Conference and Expo framed her prospective 2028 candidacy in deliberately non-deterministic language: whether she becomes president “remains to be seen,” and her purpose “has always been bigger than the position itself.” She positioned that purpose as elevating standards of empowerment, service over privilege, uniform rule of law, and governance principles of “Order. Integrity. Efficiency,” while urging a business environment free of the need to cultivate political protection.

This rhetoric sits within a concrete 2026 political configuration. Duterte has formally announced her 2028 presidential bid. Recent Pulse Asia polling (September 17–24, 2026) placed her at approximately 50 percent preference in multi-candidate scenarios, well ahead of figures such as former Vice President Leni Robredo (~26 percent) and Senator Raffy Tulfo (~12 percent), with especially strong support in Mindanao. Concurrently she faces an ongoing Senate impeachment trial; on the same day as the speech, prosecutors withdrew three of four articles, leaving the charge of unexplained wealth as the sole remaining count under consideration. The trial recessed until early November. Duterte has repeatedly refused to resign, describing the proceedings as a public opportunity for character scrutiny, while reaffirming her intention to contest the presidency.

Contextual relation to 2028 dynamics and governmental orientation

The statement functions as both hedge and claim of higher-order agency. By subordinating the office itself to a broader “purpose,” it performs a classic preemptive reframing: electoral contingency is acknowledged while moral and programmatic continuity is asserted. In the fractured post-2022 Marcos–Duterte alliance environment—marked by reciprocal institutional pressures, competing regional bases, and parallel legal processes—the language simultaneously signals resilience to supporters and invites interpretive generosity from business and institutional audiences. The business-conference venue itself supplies an audience oriented toward predictability, equal enforcement, and reduced rent-seeking; Duterte’s emphasis on uniform rule of law and the elimination of protection-seeking behavior maps onto that preference set.

Survey leadership coexists with unresolved institutional risk. A conviction on the remaining article could carry permanent disqualification from elective office, rendering the “remains to be seen” clause literally operative. Conversely, acquittal or procedural dissipation would leave the polling advantage intact heading into the formal campaign period. Alternative match-ups and regional distributions indicate that opposition consolidation (or further fragmentation) remains the principal variable capable of compressing her margin; the current data do not yet show such compression.

Governmental “thrust,” insofar as it can be inferred from the speech, centers on a restored emphasis on order, integrity, and efficiency, articulated as resistance to selective accountability and political spectacle. Whether this translates into concrete administrative or legislative priorities after 2028 is, by definition, contingent on electoral outcome, coalition arithmetic, and the disposition of pending cases. The statement does not supply a detailed policy program; it supplies a legitimating narrative that treats the presidency as instrument rather than telos.

 

Summative, somewhat overwrought academic coda

In the recursive hermeneutics of late-post-authoritarian Philippine succession politics, the locutionary act of declaring purpose ontologically prior to office performs a double movement: it immunizes the speaker against the contingencies of the ballot while simultaneously elevating the speaker’s own agency to the status of quasi-transcendental corrective. The empirical correlates—persistent plurality preference amid concurrent juridical attrition—illustrate the classic tension between plebiscitary capital and institutional constraint. The 2028 election, still nearly two years distant, therefore stands less as a predetermined succession than as an unresolved site of contestation in which narrative self-authorization, residual regional hegemony, and the residual force of formal legal process continue to co-constitute one another. Whether the “bigger purpose” ultimately finds institutional embodiment, or remains an aspirational surplus, is precisely the open variable the speaker herself has named.

A multidisciplinary Filipino artist, poet, researcher, and cultural worker whose practice spans painting, printmaking, photography, installation, and writing. He has been active in the Philippine art scene since the late 1990s and has worked with galleries, museums, artist-run spaces, and international cultural organizations.

His practice appears to represent several interconnected concerns:  

Cultural work as artistic practice. Roldan has argued that the labor of curating, organizing exhibitions, teaching, documentation, and cultural administration should be understood as creative work rather than merely support work. This perspective has been reflected in his writings and exhibitions.

Social and political engagement. His artworks frequently address politics, religion, faith, denial, courage, social inequality, and the everyday experiences of Filipinos. He has stated that he draws inspiration from Filipino cultural practices while approaching painting, printmaking, and installation from a conceptual perspective.

Printmaking and conceptual art. Roldan is particularly recognized for his printmaking, with works shown internationally, including exhibitions in Japan and France. His practice also encompasses painting, photography, installation, and curatorial research.

International cultural exchange. A significant milestone in his career was receiving an Asian Cultural Council fellowship in 2003, which enabled him to undertake research and create work in the United States while engaging with artists and curators internationally.

More broadly, Roldan's work represents an attempt to bridge artistic production, curatorial practice, scholarship, and cultural activism . His writings often emphasize postcolonial discourse, cultural memory, and the ethics of artistic collaboration, positioning the artist not only as a maker of objects but also as a builder of cultural infrastructure.

In the Philippine contemporary art context, he can be understood as representing the figure of the artist-curator-cultural worker —someone who contributes both through making artworks and through developing exhibitions, mentoring artists, and fostering institutional and independent cultural initiatives.
