The Laos seizure (as of 16 October 2026)

Amiel Gerald A. Roldan™

October 15, 2026

On 1 October 2026, Laotian authorities at Luang Prabang International Airport intercepted a private Learjet (registration N73GP) that had arrived from Sultan Abdul Aziz Shah Airport in Subang, Malaysia.

- The aircraft had flown empty from Malaysia.

- Upon landing, two vehicles arrived and airport personnel began loading 23 suitcases.

- Inspection revealed 500 packages of suspected crystal methamphetamine (“shabu”) totaling 521 kilograms (some Philippine reports round it to 512 kg).

- 21 of the 23 suitcases contained the drugs; the cargo had been declared as vape products.

- The estimated street value in the Philippines is approximately ₱3.5–3.54 billion.

- The intended final destination was the Philippines (Manila area).

Arrests

Thirteen people were detained by Lao authorities, including:

- A Filipino passenger identified as Dibarosan Fahad (also rendered Dibaroson Fahad or Fahad Mulok Dibarosan), a resident of Marawi City (with other addresses in Luzon). He was the sole Filipino passenger.

- A Singaporean pilot and a Malaysian co-pilot.

- Several Lao airport and ground-handling staff.

A second Filipino known only by the alias Boyet” is alleged to have arranged and paid for the charter (US$49,500). He left the Philippines for Hong Kong shortly before the seizure and remains at large.

Investigation status

- Philippine Drug Enforcement Agency (PDEA) and National Bureau of Investigation (NBI) are the lead agencies on the Philippine side.

- PDEA has linked the attempt to a Davao-/Mindanao-based network connected to the Sam Gor (Samgor) transnational syndicate.

- NBI has identified at least 10 persons and entities of interest in the Philippines.

- PDEA has stated that a Mindanao politician (identity not publicly released) allegedly financed the charter, based on bank-transaction analysis.

- As of 16 October 2026, NBI Director Melvin Matibag stated that while leads exist pointing toward Davao-based groups, solid evidence establishing the full syndicate structure is still being developed.

Key points that are not established

No official statement from PDEA, NBI, PNP, DILG, or foreign counterparts has linked the seizure to Sandro Marcos, any member of the Marcos family, or X Vape Tech Inc. as a corporate vehicle for the shipment. The vape-product declaration was a cover used for the cargo; it does not establish ownership or control of any specific Philippine vape company by the individuals involved.

While these are the facts corroborated by contemporaneous reporting from Philippine (Philstar, Daily Tribune, GMA), Malaysian, and regional sources. The investigation remains active. As of 16 October 2026, the Mindanao politician identified by Philippine authorities as the alleged financier of the charter flight is Edriezan Hadji Nasser Rimbang (also referred to as Sultan Edrieza/Edriezan Hadji Nasser Rimbang or Edriezan Rimbang).

Key details from official statements

- DILG Secretary Jonvic Remulla publicly named him during a Malacañang press briefing on 16 October 2026.

- Rimbang is a former member of the Bangsamoro Transition Authority (BTA) Parliament.

- He ran as an independent candidate for the 3rd District of Lanao del Sur in the 2026 BARMM elections.

- PDEA earlier described the financier as a Mindanao politician whose political party is opposed to the current administration. Remulla’s announcement matches that description.

- His wife, Rohaniah (or Rohanjah) Rimbang, was also named among the 11 persons of interest. Authorities noted a previous political association between her and former President Rodrigo Duterte.

Context of the allegation

PDEA had previously stated (15 October) that bank transactions linked the payment for the US$49,500 charter of the Learjet to a Mindanao politician, but withheld the name while building the case. Remulla’s briefing released the full list of 11 persons of interest, which includes:

- Fahad Mulok Dibarosan (the arrested courier)

- Rioklyn Toledo (alias “Boyet,” the alleged arranger)

- Edriezan Rimbang and Rohaniah Rimbang

- Several others

Remulla emphasized that the information is based on documents, bank trails, and coordination with Southeast Asian counterparts. At this stage, authorities have indicated that the primary charge being prepared is conspiracy, as the drugs never entered Philippine territory.

Important note: These are persons of interest identified by investigating agencies. No formal charges have been filed yet in the publicly available reports, and the individuals have not been convicted. The investigation remains ongoing.

A multidisciplinary Filipino artist, poet, researcher, and cultural worker whose practice spans painting, printmaking, photography, installation, and writing. He is deeply rooted in cultural memory, postcolonial critique, and in bridging creative practice with scholarly infrastructure—building counter-archives, annotating speculative poetry like Southeast Asian manuscripts, and fostering regional solidarity through ethical art collaboration.

He has been active in the Philippine art scene since the late 1990s and has worked with galleries, museums, artist-run spaces, and international cultural organizations.

His practice appears to represent several interconnected concerns:

Cultural work as artistic practice. Roldan has argued that the labor of curating, organizing exhibitions, teaching, documentation, and cultural administration should be understood as creative work rather than merely support work. This perspective has been reflected in his writings and exhibitions.

Social and political engagement. His artworks frequently address politics, religion, faith, denial, courage, social inequality, and the everyday experiences of Filipinos. He has stated that he draws inspiration from Filipino cultural practices while approaching painting, printmaking, and installation from a conceptual perspective.
Printmaking and conceptual art. Roldan is particularly recognized for his printmaking, with works shown internationally, including exhibitions in Japan and France. His practice also encompasses painting, photography, installation, and curatorial research.
International cultural exchange. A significant milestone in his career was receiving an Asian Cultural Council fellowship in 2003, which enabled him to undertake research and create work in the United States while engaging with artists and curators internationally.

More broadly, Roldan's work represents an attempt to bridge artistic production, curatorial practice, scholarship, and cultural activism . His writings often emphasize postcolonial discourse, cultural memory, and the ethics of artistic collaboration, positioning the artist not only as a maker of objects but also as a builder of cultural infrastructure.

In the Philippine contemporary art context, he can be understood as representing the figure of the artist-curator-cultural worker —someone who contributes both through making artworks and through developing exhibitions, mentoring artists, and fostering institutional and independent cultural initiatives.
