The Filipino Justice & the Phenomenology of Political Accountability in the Case of Ferdinand Martin G. Romualdez

Our collective voices matter. It sounds so cliché, but in this situation, it is absolutely true. There is no Filipino on the planet earth currently more hated than Martin Romualdez. His are circumstances so severe and literally unprecedented that the administration will not and cannot go back on its word if the temperature around Martin remains as white hot as it now is. It can be worse in plumetting the whole administration down an abyssal and spiral decent for the Philippines. Drawing straws seem not enough and pointing fingers can only escalate further quickly.


The Filipino VOICE MATTERS.


Together, let’s put the most corrupt Filipino politician of the 21st century behind bars. Let’s give him exactly what he deserves. Martin Romualdez (full name Ferdinand Martin G. Romualdez), former House Speaker and Leyte Representative, faces major corruption allegations centered on a purported ₱56-billion kickback scheme involving flood control projects from 2022 to 2025.


Core Allegations

The Office of the Ombudsman’s Special Panel of Investigators has accused Romualdez of conspiring with former Ako Bicol Party-list Representative Elizaldy “Zaldy” Co (who chaired the House Appropriations Committee during part of the period) and others to unlawfully amass, accumulate, and acquire approximately ₱56 billion in ill-gotten wealth.


Investigators describe this as occurring through a series of interrelated transactions involving the diversion and misuse of public funds (primarily flood control projects) and the receipt of undue pecuniary benefits. Kickbacks were allegedly 10–25% of project costs.


Romualdez has been tagged as a “central figure” or alleged “mastermind” who allegedly exercised control over project identification, funding allocation, and collection of commissions, while Co handled operational aspects in the budget process.


 Specific Charges Sought

The panel has sought (via initial complaint in April 2026 and a 104-page supplemental complaint-affidavit filed around July 20–24, 2026) the filing of informations for:

- Plunder under Republic Act No. 7080

- Direct and indirect bribery (Articles 210 and 211 of the Revised Penal Code)

- Graft under Sections 3(a) and 3(b) of the Anti-Graft and Corrupt Practices Act (RA 3019)

- Money laundering under Section 4 of the Anti-Money Laundering Act (RA 9160, as amended)


Additional respondents include lawyer Jose Raulito Paras (described as a close associate/fraternity brother of Romualdez), an aide of Romualdez, a law firm, a foreign exchange company and its directors, and others.


Key Evidence Cited by Investigators

- Sworn statements from eight former security personnel of Zaldy Co who allegedly witnessed cash deliveries (often described as involving “maleta” or suitcases of cash) from Co to Romualdez.

- Testimony from state witness and former DPWH Undersecretary Roberto Bernardo on the kickback scheme.

- Corporate structures allegedly used for laundering: holding companies such as Golden Pheasant Holdings Corp., Clearspring Holdings Corp., Brightnews Corp., Braavos Holdings OPC, and Valiant Consolidated Resources Inc., purportedly linked to or controlled by Paras. These were used to channel funds into properties (including a ₱1.665-billion Forbes Park estate in Makati), condominiums, and other assets.

- Anti-Money Laundering Council (AMLC) reports, bank transfers, money-service business records, and paper trails from DPWH projects linked to firms associated with Co (e.g., Sunwest).


Earlier referrals came from the Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure (ICI) in late 2025.


Current Status (as of late July 2026)

The matter is at the **preliminary investigation** stage before the Ombudsman. A complaint for preliminary investigation is not a formal court charge or conviction; respondents have the opportunity to respond, and the presumption of innocence applies.


Related actions include:

- Court of Appeals freeze order (April 2026) on the Forbes Park property, dozens of bank accounts linked to Romualdez and Paras, and other assets.

- Precautionary Hold Departure Order (HDO) issued by the Sandiganbayan against Romualdez.


Romualdez’s Response

Romualdez has denied the allegations. He has stated that his “conscience remains clear,” that he did not participate in the relevant budget meetings, and that others (including then-Senate President Francis “Chiz” Escudero and Co) were instrumental in budget decisions. He has said he is ready to face any case and asked the public to let the process and evidence decide.


These are ongoing allegations under official investigation. No court conviction has been reported. Developments continue to unfold through the Ombudsman process.

A multidisciplinary Filipino artist, poet, researcher, and cultural worker whose practice spans painting, printmaking, photography, installation, and writing. His practice appears to represent several interconnected concerns:  

Cultural work as artistic practice. Roldan has argued that the labor of curating, organizing exhibitions, teaching, documentation, and cultural administration should be understood as creative work rather than merely support work. This perspective has been reflected in his writings and exhibitions.

Social and political engagement. His artworks frequently address politics, religion, faith, denial, courage, social inequality, and the everyday experiences of Filipinos. He has stated that he draws inspiration from Filipino cultural practices while approaching painting, printmaking, and installation from a conceptual perspective.
Printmaking and conceptual art. Roldan is particularly recognized for his printmaking, with works shown internationally, including exhibitions in Japan and France. His practice also encompasses painting, photography, installation, and curatorial research.
International cultural exchange. A significant milestone in his career was receiving an Asian Cultural Council fellowship in 2003, which enabled him to undertake research and create work in the United States while engaging with artists and curators internationally.

More broadly, Roldan's work represents an attempt to bridge artistic production, curatorial practice, scholarship, and cultural activism . His writings often emphasize postcolonial discourse, cultural memory, and the ethics of artistic collaboration, positioning the artist not only as a maker of objects but also as a builder of cultural infrastructure.

In the Philippine contemporary art context, he can be understood as representing the figure of the artist-curator-cultural worker —someone who contributes both through making artworks and through developing exhibitions, mentoring artists, and fostering institutional and independent cultural initiatives.
