Overture: “Manifesto o Monologo? Sa Bulwagan, Unang Salpukan Pa Lang, May Asim Na.

Hindi pa man umiinit ang upuan, kumalampag na ang mga salita.
Parang tipikal nga sa atin: bago pa mailatag ang pinggan, may nagtatalo na kung sino ang unang sasalok. Sa pagbubukas ng paglilitis sa impeachment, hindi ebidensiya ang unang umalingawngaw kundi ang lumang sayaw ng kapangyarihan—kung sino ang may karapatang magsalita, at kung paano ito dapat sabihin.
"Your Honor, would I be allowed to finish?" ani Rep. Lorenz Defensor, wari'y guro sa silid-aralan na pinutol habang nagtuturo. Hindi pa man natatapos ang unang pangungusap, sumingit agad si Atty. Carlo Narvasa, tangan ang sandata ng teknikalidad. Hindi raw ito paglilitis; tila kuwentuhan. Hindi raw manifestasyon; tila narasyon. Ang nais niya: tigilan ang pambungad at iharap na agad ang unang saksi.
Dito sumisilip ang lumang kabalintunaan ng batas. Ang hukuman ay hindi lamang teatro ng katotohanan; ito rin ay entablado ng pamamaraan. Sa Pilipinas, madalas mas maingay ang argumento tungkol sa proseso kaysa sa mismong isyu. Kung baga sa palengke, hindi pa napag-uusapan ang isda, nagtatalo na kung tama ba ang timbangan.
May bahid ng "aba'y teka muna"—isang ugaling pamilyar sa ating mga barangay, korte, at maging sa hapag-kainan. Ang bawat salita ay tila pagtataya ng teritoryo. Ang bawat pagsingit ay hindi lamang pagtutol; ito'y deklarasyon ng impluwensiya.
Ang ironiya? Ang akusasyon na "kinukuwento" lamang ng prosekusyon ay isa ring kuwento sa sarili nito—isang salaysay na ang wastong proseso ang dapat maging pangunahing bida. Sapagkat sa batas, ang anyo at nilalaman ay magkaribal na laging nag-aagawan ng sentro.
Sa huli, ang unang banggaan nina Defensor at Narvasa ay higit pa sa personal na palitan. Isa itong paunang nota ng mas malawak na simponiya ng pulitika at batas—kung saan ang bawat "Objection!" ay may bahid ng estratehiya, ang bawat "Your Honor" ay may nakatagong kalkulasyon, at ang bawat segundo ng katahimikan ay maaaring maging mas maingay kaysa sa isang talumpati.
Kaya ika nga sa atin, "Aba, umpisa pa lang, nagkakainitan na." At kung ganito na ang overture, malamang ang susunod na mga yugto ay hindi lamang paglilitis sa isang opisyal, kundi pagsusulit din sa tibay ng ating mga institusyon—at sa kakayahan nating paghiwalayin ang ingay ng politika sa himig ng hustisya.
